- 1871 census: Elisha (sic) EMPTAGE, age 10, was a "boy" on board the 'Admiral' at Ramsgate. The master was John Andrews of Brightlingsea, Essex. Elijah was by 1871 an orphan, his parents having died in 1864 and 1867. His sisters Caroline and Dorothy were both married.
1881 census: not found.
1891 census: Elijah appeared in this census as Elijah STEEL, which was his wife's surname when they married in 1892. They were in Woolster(?) Street, Plymouth, Devon (all STEEL), Elijah (head, married (sic), 31, fisherman, born Ramsgate), Elizabeth (wife, married (sic), 43, born Ugborough, Devon), Earnest (son, 18, mason's labourer), William (son, 16, general labourer), Hilda (daughter, 10, scholar) and Edith BR--N (granddaughter, 3, scholar). All the children were born in Plymouth.
1901 census: at 42 Southside Street, Plymouth (all EMPTAGE), Elijah (head, 41, fisherman, born Ramsgate), Elizabeth (wife, 50, born Plymouth) and Hilda (daughter, 20, dressmaker, born Plymouth).
1911 census: not found.
