The record is primarily under the name 'F Bedord' but has been endorsed 'Alias Minter, Frederick Albert'. It's unclear why next of kin was shown as Harriett Bedford (mother). Frederick Albert's entry from Canada (Vancouver) into the US (en route for Seattle) is recorded in a manifest at Ancestry.co.uk Border Crossings: From Canada to U.S., 1895-1956 . He was 25, a clerk, unmarried and gave a contact in Canada which looks like 'Guelph, Britain'.
Since the above was written Frederick's marriage and death in Canada have been found, confirming that he emigrated. He was 63 years 11 months and 3 days old when he died, spouse Alice Donnell CLARK, parents Herbert Minter and Harriet Pearce, birthplace Wadsworth (sic), England.
December 2011: email from Theo Minter:
My father BMJ Minter had often mentioned my great uncles, Herbert William Pearcy Minter and Frederick Albert Minter. They left England for America before the First World War and spent some time unsuccessfully prospecting for gold. They both stayed out there for the rest of their lives, Fred moving to Canada, where at the outbreak of WW2, he put his age down and joined The Calgary Tank Regiment. He died in the Veterans hospital Victoria British Columbia, Canada July 10th 1949.
